The Erasmus + project "Establishment of Rectors` Conference in Azerbaijan" (ECAR) is funded by the European Union, implemented under the Erasmus K2+ capacity building program, and coordinated by Baku Business University. The project was launched in January 2021 will last till 2024 January. The overall aim of the project is to foster national networking and cooperation among universities and all other stakeholders by establishing the rectors’ conference in accordance with national development strategies. There is a need of establishment of national universities networks in Azerbaijan to promote and facilitate cooperation, support universities in their primary work, as well as to actively lobby for better legislation and wise spending its finance aimed at the advancement of higher education and research. The consortium believes that Rectors conference can be a great getaway for all of the universities presenting a single voice in key initiatives and challenges.

The partnership and participation of the Academy of the State Customs Committee of the Republic of Azerbaijan in the project was evaluated by a consortium of the project and the European Commission in 2021, and approved in December of the same year. The Academy will begin to implement project activities in January 2022.
