ASCCA represented in the international training of the European Union CEPOL TOPCOP project

The Academy of the State Customs Committee (ASCCA) was represented in the international training of the "Training and Operational Partnership against Organized Crime" (TOPCOP) project implemented by the European Union (EU) Law Enforcement Training Agency (CEPOL) and the EU Law Enforcement Cooperation Agency (EUROPOL).

National Coordinating managers and Capacity Building Single Points of Contact (CAPASPOC) operate within the TOPCOP project, implemented in five Eastern Partnership (EaP) countries (Azerbaijan, Ukraine, Georgia, Moldova, Armenia) covering the years 2020-2024. CEPOL organizes a meeting and training for them every year within the " Network Capacity Building” activity component of the project.

The third Network Capacity Building workshop was held by CEPOL at the International Training Center in Budapest, Hungary. Elvin Mejidov, coordinator of international cooperation and projects of the Academy of the State Customs Committee, participated in the training as the Capacity Building Single Point of Contact within the framework of the TOPCOP project. Along with Azerbaijan, a total of 12 representatives of law enforcement agencies of the EaP countries participated in the training.

The purpose of the training was to discuss, develop and initially approve the "training of trainers" methodology and the concept of regional training knowledge transfer (cascading of training) using the "cascade method" within the framework of the project. The training sessions held for it provided the participants with extensive information about the preparation of training curricula, cascading of training, existing training systems in the EU, and cascading methods. In the meeting, the training practices of the partner countries and the EU, new criminal threats and security challenges were discussed in order to formulate the national, regional and sub-regional training plan of the TOPCOP project for 2023, and training priorities and topics arising from them were determined.

In the panel sessions, "e-learning" (electronic teaching) systems, potential and opportunities, and current "e-learning" development needs were discussed. Elvin Mejidov spoke about the training system in the field of customs in Azerbaijan, e-learning opportunities, new training needs and corresponding proposals. Strengthening the training capacity in customs, new priority training topics have been included by CEPOL in the draft training plan of TOPCOP project 2023.

It should be noted that the Academy is a partner institution of the TOPCOP project since May 2021. The project activities serve to strengthen the training potential and opportunities in customs and to increase the knowledge and skills of the customs service bodies in the fight against organized crime in Azerbaijan. The national coordinating body of the project is the Ministry of Internal Affairs (MIA) of the Republic of Azerbaijan. Within the framework of the project, Capacity Building Single Points of Contact were appointed in two institutions - the Police Academy of the Ministry of Internal Affairs and The Academy of the State Customs Committee.
