As part of the "Year of Constitution and Sovereignty," the Academy of the State Customs Committee of Azerbaijan (ASCCA) hosted the presentation of the book “The Path to Victory of Sovereignty: Realized Ideas, Legal Foundations, and Political Parallels” by Vafaddin Ibayev, Deputy Chairman of the Board of the Institute of Law and Human Rights, Doctor of Philosophy in Law.

Opening the event with the introductory speech, the Head of the Academy, Major General of the Customs Service Gulu Novruzov, emphasized the significance of the event, which coincided with the birthday of the President of the Republic of Azerbaijan and Victorious Commander-in-Chief, Ilham Aliyev. He praised the book for its analytical examination of contemporary state-building processes, its contribution of new perspectives to legal studies, and its extensive potential for applying in education.

The author of the book, Vafaddin Ibayev, PhD in Law, provided extensive and detailed information about the content of the publication. He noted that the 33-chapter book is the result of systematic research conducted in three main areas. According to the author, the book presents a scientific analysis of the ideas of Heydar Aliyev and President Ilham Aliyev regarding the resolution of the Armenia–Azerbaijan conflict, with particular emphasis on the President's speeches and addresses delivered during the 44-day Patriotic War.

Subsequently, in their remarks, Islam Huseynov, Head of the Department for the Organization of Educational and Methodological Work, and Yaver Mammadova, Senior Specialist at the Department of Additional Education, noted that the book offers a comprehensive and systematic approach to political history, law, and international relations, making it a valuable academic resource from both academic and practical perspectives for researchers in the fields of law, political science, and history.
