A scientific-practical conference titled “National Leader Heydar Aliyev – the Author of the Constitution of Independent Azerbaijan” was held at the Baku Youth Center. The event was organized by the Academy of the State Customs Committee (ASCCA) and dedicated to the “Year of the Constitution and Sovereignty”.

Before the conference, participants visited the monument to National Leader Heydar Aliyev and laid flowers in front of it.

The event commenced with the performance of the National Anthem of the Republic of Azerbaijan. Then, a one-minute silence was observed in memory of National Leader Heydar Aliyev and the heroic martyrs who sacrificed their lives defending the territorial integrity of the country, and a video dedicated to the “Year of the Constitution and Sovereignty” was shown.

In their opening remarks, the Head of the Academy, Major General of the Customs Service Gulu Novruzov, and the Director of the Baku Youth Center, Nargiz Babayeva, emphasized the significance of youth engagement in Azerbaijan’s victorious path of development, the importance of fostering patriotism among the younger generation, and the strength of national unity. They also highlighted the conference as a reflection of effective cooperation among specialized higher education institutions and wished participants success in their work.

The event continued with a panel discussion moderated by Kenan Asadov, the Deputy Head of the the Apparatus of the State Customs Committee and Lieutenant Colonel of the Customs Service. The panel speakers included Major General Elshad Nasirov, the Rector of the Academy of the State Security Service; Huseyn Huseynov, Advisor to the Minister of Economy; Samira Musayeva, the Deputy Head of the State Tax Service and 3rd Degree State Tax Service Advisor; and Major General Arif Hasanov, Rector of the Military Scientific Research Institute of the National Defense University. They spoke about the historic role of the Constitution of the Republic of Azerbaijan, prepared under the leadership of National Leader Heydar Aliyev and adopted by nationwide referendum on November 12, 1995, in establishing a legal, democratic, and secular state in our country.

During the discussions, participants noted that under the leadership of President and Victorious Supreme Commander-in-Chief Ilham Aliyev, Azerbaijan fully restored its state sovereignty as a result of the 44-day Patriotic War and subsequent anti-terror operations conducted by the Azerbaijani Army. It was also emphasized that the “Year of the Constitution and Sovereignty” holds special significance in fostering patriotism among the younger generation and preserving national identity.

At the end of the event, participants’ questions on the topic were answered.
